The Department of Health recently provided an update of its work on certificate of need (CN) issues, including rulemaking and a report funded in the state budget to evaluate the program.
The legislature requires the department of health to evaluate the CN program and consider ways in which to modernize it. The department is currently selecting a contractor and will then hold two public workshops. The workshops are expected in Fall and Winter 2024. Following the workshops, a report will be submitted to the legislature. WSHA will provide information to members when the dates are released.
In addition to the program evaluation and report, the department is proceeding with CN rulemaking for end-stage renal disease (ESRD) treatment centers and percutaneous coronary intervention (PCI) programs. A CR-102 (proposed rule) was filed for the ESRD temporary emergency situation exemption rules and a public hearing on the proposed rule is scheduled for June 5, 2024 at 10:00AM. Written comments may also be submitted to cnrulemaking@doh.wa.gov.
For the PCI program, the department has scheduled its first rule workshop to discuss draft language on June 10, 2024 (Time TBA). The discussion will focus on changes to WAC 246-310-700, 246-310-705 and 246-310-710. The draft rule will be distributed two weeks before the workshop.
